29/05/2024 - Concerns Over AI-Driven Censorship in Russia

argument: Normativa/Regulations - Constitutional Law

According to an article by Reporters Without Borders (RSF), there are rising concerns about the Russian media regulator, Roskomnadzor, utilizing artificial intelligence for enhanced censorship efforts. This development is seen as part of a broader trend of increasing internet control and suppression of free expression in Russia. RSF highlights that the AI technology allows for more efficient and comprehensive monitoring and removal of content deemed undesirable by the state. This move is perceived as an extension of existing censorship laws and mechanisms that have been tightening in recent years.

The deployment of AI in censorship can process vast amounts of data rapidly, identifying and blocking content across various platforms. Critics argue that this method will lead to over-censorship, curtailing free speech and access to information. The fear is that AI systems, programmed with broad criteria for objectionable content, may flag and remove legitimate journalistic and social media posts, stifling dissent and public debate.

This new strategy aligns with the Kremlin's efforts to control the digital narrative within the country. It follows previous measures, such as the "sovereign internet" law, which aims to create a self-contained internet infrastructure within Russia, capable of operating independently from the global web. Such laws give the government extensive powers to isolate and manipulate online content under the guise of national security.

Public backlash against these moves has been significant, with numerous protests and condemnation from international human rights organizations. These groups warn that the continued erosion of digital freedoms will isolate Russia from the global information space and negatively impact its citizens' access to unbiased information.

The RSF report underscores the risks posed by AI-enhanced censorship, calling for international attention and action to support free speech and internet freedom in Russia. The organization stresses the importance of resisting such authoritarian measures to preserve open and democratic access to information.
