Despite the ongoing war with Russia, Ukraine is integrating artificial intelligence into its judiciary to enhance efficiency, transparency, and access to justice. Initiatives such as the Unified Judicial Information and Telecommunication System (UJITS) have automated document management and case assignments, laying the foundation for AI-driven reforms. The introduction of tools like “Cassandra” for risk assessment and a pilot program for handling minor administrative offenses reflect Ukraine’s commitment to innovation. However, challenges such as data security, bias, and the need for judicial ethics remain critical. The Supreme Court has also raised concerns about using generative AI tools, emphasizing human oversight in judicial decisions. Recent amendments to the Code of Judicial Ethics allow judges to use AI, provided it does not compromise impartiality or independence. While progress has been hampered by the war, Ukraine’s efforts demonstrate the potential for AI to transform legal systems while maintaining alignment with human rights and judicial values.
